Within the framework of the Facility for Capacity Building Project supported by the Kingdom of Belgium (FCB), Vinh University organized a study tour to learn training experiences in accordance with capacity approach in Ho Chi Minh City from November 11-15, 2018. During the program, Vinh University visited and worked with Ho Chi Minh City University of Pedagogy, University of Social Sciences and Humanities and University of Natural Sciences - National University in Ho Chi Minh City. On the first day, the delegation of Vinh University worked with Ho Chi Minh City University of Pedagogy. The delegation listened to reports of leaders and key members in developing and evaluating curriculums based on competency. Assoc. Prof. Dr. Duong Thi Hong Hieu, Head of Academic Affairs Department, presented her experience in developing a curriculum based on a competency approach with many useful sharings. Accordingly, Ho Chi Minh City University of Pedagogy determines the process of developing the curriculum including 13 stages: Planning, establishing the Standing Board of curriculum development, developing goals and general learning outcomes, workshop on general learning outcomes, approval of scientific council, development of goals and learning outcomes for each major, curriculum framework development upon the learning outcomes, detailed subject outline design, survey on each curriculum, completion of curriculum draft and report to scientific council, submission to assessment board, approval and promulgation, and use.

After the presentation of Assoc. Prof. Dr. Duong Thi Hong Hieu, the delegation also heard some other reports about the advantages, difficulties, and challenges in the process of developing curriculums based on competency. After the presentation, the delegation discussed the content presented with representatives of Ho Chi Minh City University of Pedagogy. After the exchange, the delegation visited some class to see how teachers of the Department of Primary Education and the Department of Early Childhood Education gave lessons. The delegation learned many valuable lessons from the organization of teaching, interactive activities, and the use of teaching equipment, etc.

After finishing the working session with Ho Chi Minh City University of Pedagogy, Vinh University’s delegation continued to visit and work with the University of Social Sciences and Humanities and University of Natural Sciences - Ho Chi Minh City National University. After being presented the contents related to training according to competency approach, the delegation had the opportunity to attend class visits. Through the way of organizing teaching, the delegation learned more about how to apply the training method according to capacity approach in a practical teaching hour. Through 4 days of experiential study tours, Vinh University's delegation reaped many valuable experiences in preparation for carrying out competency-based training to improve the quality of training human resources to meet the requirements and demand of the world of work and social needs.
