On February 18, 2016, the Ministry of Education and Training has published the Circular draft on the modification and supplement of some rules of the Enrolment Regulations for full time students, which was promulgated with the Circular No. 03/2015/TT-BGDDT dated February 26, 2015 by the Minister of Education and Training. Accordingly, the Ministry added several new regulations which adjust the priority area.

Priority Enrolment Area 2 adjustment:

According to the draft of modified circular, students will benefit from the priority area upon the area where they consecutively studied and graduated. If there is a transfer of school during 3 years of high school, students will benefit the priority of the school at which they had the longest studies.

If students study at different school every year with different priority levels or there is a half of time at this school and the rest is at another, students will be beneficiary of the priority of the latest school. This regulation is applied to all students; including students who have graduated before this year examination.

High school students have a permanent residence over 18 months at the area 3 and in specially disadvantaged hamlet of ethnic and mountainous areas according to the Decision by the Minister, Chairman of the Committee for Ethnic Minorities Affairs; specially disadvantaged hamlets of coastal and island areas; specially disadvantaged hamlet, border hamlets and the hamlets as security area sponsored by 135 Programme in accordance with the Decision by the Prime Minister.

Group 01: Vietnamese citizens born in ethnic minority area with permanent residence over 18 months at the area I, will benefit from this regulation.

Especially, the Circular modified the area 2 which includes: provincial towns and cities; governmental towns, suburban districts of governmental cities (except for the communes of the area 1)

Admission point is rounded up to 0.25

Admission point is the total points of all subjects which according to each admission combination and are rounded up to 0.25.

Students are limited up to 02 universities for the admission

Admission registration in phase 1: Student’s option is limited to register the admission up to two colleges/universities; and no more than two majors for each college. Students may not change the option of college/university admission and major which was registered.

Admission registration in supplement phases: Student’s option is limited to register admission up to three colleges/universities; and no more than two majors for each college/university. Students may not change the option of college/university admission and major that was registered.

Admission time: 1st August to 15th November

For university admission: 1st August to 20th October

For college admission: 1st August to 15th November

Admission points based on the academic result at High school

For university admission: The average point of each subject or the average point of the subjects which are used for admission is no less than 6.0 (according to the scale of 10)

The quality assurance threshold of college admission

The quality assurance threshold of college admission is  based on high school graduation.
