The ranking of research publications has been done based on three main information:  citation index,Impact Factor of the journal and H-index of researchers.

Citation index of a publication proposed by Eugene Garfield in 1955 is the frequency of the publication in terms of reference for other publications. This index is used for an important evaluation of the publication quality and for the base to define other researcher and journal evaluation criteria.

Impact Factor of a journal is the average frequency of citations or references of articles published by the journal two years before and it is defined as follows:

IF of the journal J in the year Y = n/p

n means the frequency of citations of all research results published in the journal J during two year before year Y (that is the year Y-1, Y-2).

p is the total number of articles in the journal J during two years Y-1 and Y-2.

Based on the statistics for annual rewarding researchers who had publications in foreign journals with notation of Vinh University’s address, from 2010 up to now, the number of publications gradually increases.

A group of authors has recently published their research on publications by the Vietnamese universities. The group including Hien Huynh, Hiep Pham & Abraham Tran ([3]) based on three parameters of survey and research:

1.The number of articles published in journals belonging to ISI group for the period from 2011 to 2015 (calculated up to October 26, 2015).

2.The number of citations of the above articles (including the self-citations)

3. H-Index in the same period of time, H-inner force index, index of authors with communications out of 10% of the relevant publications of top fifteen higher education institutions upon the number of publications.
