Speaking at the Conference, Prof.Dr. Dinh Xuan Khoa emphasized the position, role, mission and some major development orientations of Pedagogy in the development of Vinh University. At this conference, Vinh University looked forward to receiving the comments of relevant units as well as comments from the units in the University to proceed the establishment of the Teacher’s Training School of Vinh University according to the pedagogical development strategy of Vinh University in the period of 2018 - 2022, vision to 2030.

In the project of establishing the Teacher’s Training School, Vinh University determined that this was the right step in accordance with the development trend of the University. It is expected that in 2020, the University will complete the establishment of the Teacher’s Training School with 17 undergraduate majors.

With regard to Enhancing Teacher Education Program(ETEP), in the period of 2017 - 2019, the implementation results of the Program have been evaluated based mainly on 04 areas:

- The school's capacity has been strengthened to improve the effectiveness of training and retraining for general education teachers and managers of general education institutions;

- A system for assessing training and retraining needs of general teachers and managers of general education institutions was developed to serve as a basis for regular training programs development;

- Local regular training for teachers of general education and managers of general education institutions was implemented;

- General teachers and managers of general education institutions have access to continuing training programs and resources through information technology systems.

In general, the implementation of the ETEP Program at Vinh University has received the consensus of all component departments. The University has prioritized many resources (human resources, finance, facilities ...) to implement the activities.

Among the teacher’s training colleges/universities participating in the ETEP Program, Vinh University is one of the pioneers in the implementing process of the program. Specifically, the contents/activities within the proactive ability of the University have been implemented on schedule and with quality. The activities/contents to enhance the pedagogical capacity of the University have been implemented effectively so it has achieved the TEIDI score as committed and has been verified by the independent tally agency of the ETEP Program. The training of key teachers for the first module achieved high results with the rate of more than 99% of trainees completing content, requirements, and eligibility to certify first module completion.

From the mid-term evaluation results of the ETEP Program, the MOET has directed the PMU and teacher’s training colleges/universities within the ETEP Program to make some adjustments, to restructure contents/activities in accordance with the immediate priority objective of implementing the 2018 general education program. At the same time, it is necessary to accelerate the progress, focusing on investing in facilities and information technology infrastructure, LMS-TEMIS system and fostering key school teachers, managers for the second, third and fourth modules.

At the discussion section, all delegates, especially leaders of Ha Tinh and Nghe An Departments of Education and Training, leaders of high schools all agreed to support the establishment of the teacher’s training school under the direction of Vinh University, appreciated the results of the ETEP Program implemented by Vinh University, especially in teacher training, preparation for the implementation of the new General Education Program and support to schools in making education plans and implementing training of all teachers. All general education institutions’ representatives wished Vinh University had focused on training and fostering teaching methods under the new general education program; more clearly identifying the trainees to develop appropriate content and programs. They also highly appreciated Vinh University's initiative in developing content to foster the development skills of the school program.

Concluded the Conference, Prof.Dr. Dinh Xuan Khoa, President of VU, assigned all related departments to speed up the implementation of the teacher’s training school project based on the discussion. In the coming time, Vinh University will hold a Pedagogical Teachers Conference to clarify the fostering of secondary teachers and training of teachers under CDIO.
