A. TRAINING FIELD

GENERAL GOAL

Up to 2025, training activities of Vinh University meet the demand of high quality human resource, serving the socio-economic development and the international integration of the country.  

SPECIFIC GOALS:

G1: Restructuring training majors and improving enrollment quality.

G2: The curriculums and training methods meet the requirements of education and training reform and international integration. The quality of curriculums and training methods are constantly improved. The number of advanced curriculums and international programs is gradually increasing.

G3: Teaching and learning assure the development of learners' capacity according to national and international standards.

G4: Testing and assessing learners' competence assure the value, reliability and meet the learning outcomes.

G5: Learners’ service and support activities are effective and achieve efficiency synchronous with the training goals.

G6: The rate of regular graduates who can get jobs after graduation increases.

 

B. SCIENCE AND TECHNOLOGY

GENERAL GOAL

To develop synchronously 6 fields of science and technology: Natural sciences, Technical sciences and technologies, Agricultural sciences, Social sciences, Human sciences, Medical and pharmaceutical sciences in order to raise their position. and brand of Vinh University. By 2025, Vinh University will have a number of research fields reaching a modern level compared to regional and international levels.

SPECIFIC GOALS

G1. Scientific and technological activities play a key role in improving the quality of undergraduate and postgraduate training, especially the quality of doctoral and post-doctoral training.

G2. Establishing the Science and Technology Development Fund of Vinh University in order to attract investment funds, create research motivation for scientists.

G3. Promoting the strengths of international publication in the fields of natural sciences, engineering and technology, striving to increase the number of publications in ISI / Scopus journals on average 25% / year.

G4. Selecting to build and invest in developing 3-5 interdisciplinary research groups in the field of social sciences and humanities, contributing to socio-economic development and promoting prestigious international publications under the list Scopus / ISI item. Selecting and investing in a research group book in the field of natural sciences, engineering and goal-oriented technologies by 2025 to reach regional and international research level and results.

G5. Promote research activities in the field of education science, develop many synchronous solutions to enhance the brand of training and retraining teachers and educational managers.

G6. To prioritize investment in a number of directions for technology development, a book of suitable scientific and technological services to create products bearing the Vinh University brand.

G7. Strengthening the presence and influence of Vinh University in the provinces of the North Central region and some other localities across the country through scientific research activities and technology transfer.

 

C. ORGANIZATION AND HUMAN RESOURCES

GENERAL GOAL

Vinh University basically completes the organizational structure, administration system and mechanism of management, with a teaching boby and management staff, sufficient in number, meeting quality standards and uniformity about structure.

SPECIFIC GOALS

G1. Improve the governance system, university management mechanism and school organizational structure in line with national and international development trends.

G2. Improve the quality of teaching staff, administrative officials and management staff to meet national standards.

D. QUALITY ASSURANCE

GENERAL GOAL

Constantly improving the efficiency of the internal quality assurance system according to the PDCA cycle and quality testing according to national and international standards; gradually improve the comprehensive quality of the University's activities, build a quality culture based on the University's core values.

SPECIFIC GOALS

G1. Development of a quality assurance strategy.

E. INTERNATIONAL COOPERATION

GENERAL GOAL

International cooperation activities contribute to improving the quality of education towards modernization, approaching advanced education in the region and the world; create conditions for the University to develop sustainably, train human resources with high qualifications and quality for the country and other countries in the region.

SPECIFIC GOALS

G1. International cooperation activities in the context of globalization and integration contribute to improving the quality of the University's activities.

G2. Improvement of the system of international cooperation activities.

G3. Promotion of overseas student training.

G4. Strengthen physical and financial capacity for international cooperation activities.

 

E. FACILITIES AND PLANNING – FINANCE

GENERAL GOALS

Facilities:

The system of physical, infrastructure and equipment to ensure a spacious, synchronized and modern system is suitable for the training, scientific research and management model of the university to meet the scale of 35,000 students, students and trainees.

Planning and finance:

To build a system of planning, implementation, accounting and increase the university's financial resources by increasing the exploitation and diversification of revenue sources and investment resources; ensure the planning, efficiency and transparency in operating the budget to serve the realization of the mission, vision and strategic objectives in training, scientific research and community service.

SPECIFIC GOALS

Facilities:

G1. Infrastructure, infrastructure, equipment, teaching and management software, and materials to ensure synchronization and modernity suitable for training, scientific research and tissue School administration image.

G2. Comprehensive pulmonary regulations, management procedures and plans for investment, upgrading and maintenance of facilities, floor units, equipment, teaching and managing software, and talents materials for teaching and researching.

 

ORGANIZATION OF THE IMPLEMENTATION AND SUPERVISION OF RESULTS

1. Arrangement of implementation

Units directly under the School are responsible for making action plans; describe the specific tasks and actions, steps; request and commit resources and implementation in accordance with the School's Strategic Plan.

2. Monitoring and evaluation of results

Principal of the university assigns the units to supervise the implementation of the Strategic Plan based on the functions and duties of the divisions. Annually, the University conducts a preliminary review of the implementation of the Strategic Plan.
